A woman has been given a five year banning order from a residential area in Romford, after her behaviour resulted in over 400 emergency service calls in three years.
Jane Reardon, (15/07/1970) of Noak Hill, Romford, was issued with a Community Behaviour Order at Snaresbrook Crown Court on Thursday 2 July, following a series of incidents involving persistent anti-social behaviour in Romford and Harold Hill.
The order was secured to prevent further offending and protect residents, businesses and the wider community from ongoing anti-social behaviour.
Metropolitan Police officers were repeatedly called to incidents linked to Jane's behaviour, including concerns relating to a dangerous dog, verbal abuse, street drinking and other disorderly behaviour within the local area. Between 2022 and 2025, there were 264 calls to the Metropolitan Police and 154 calls to the London Ambulance Service (LAS) relating to incidents connected with Jane, placing a significant demand on emergency service resources.
Both the Metropolitan Police and Havering Council received numerous complaints from residents and businesses regarding Jane’s conduct and the detrimental impact it was having on their quality of life and the wider community. Her behaviour required repeated interventions from police officers, as well as the Council’s Community Safety and Enforcement teams.
The case was reviewed by the Havering Criminal Behaviour Order (CBO) Panel, which brings together representatives from key partner agencies including the Metropolitan Police, Havering Council's Community Safety and Housing teams, drug and alcohol support services, mental health providers and other relevant organisations. The panel considered the evidence presented and worked collaboratively to identify the most effective measures to improve community safety and reduce the risk of further offending.
As a result, the court granted a Criminal Behaviour Order, including an exclusion zone prohibiting Jane from entering a residential area including Quliter Way, West Dene Drive and Darfields in Romford, as well as Hildene Ave and Chippenham Road, Harold Hill. The order also prohibits her from possessing alcohol in any public place.
Inspector Routley, of the Havering Neighbourhood Policing Teams, said: We know how much anti-social behaviour can affect people's daily lives, and this case demonstrates our commitment to listening to the concerns of the community and taking action where it is needed. Through our 'You Said, We Did' initiative, residents told us about the issues they were experiencing, and the information they provided was instrumental in helping us build the evidence needed to secure this order. This result shows what can be achieved when residents, the police, the Council and partner agencies work together to make our communities safer places to live and work."
The Criminal Behaviour Order will remain in force for five years. Breaching any of the conditions of the order is a criminal offence and may result in arrest, prosecution and further sanctions by the court.
